On Friday July 17, 2015 LCDR William Kuebler JAG USN, passed away peacefully with his family by his side in Fort Belvoir, Virginia. William was born on February 3, 1971 to the late Robert William and Evelyn Corbin Kuebler in Phoenix, Arizona. He was the beloved husband of Dawn Kuebler (nee Arney) of Alexandria, Virginia and loving father to William Kuebler, Jr. Brother of Karen Kuebler and Garret Kuebler. He is also missed by Thomas Picard of Irvine, California, Jennifer Kuebler of San Diego, California, Holly Kuebler and Benjamin Britt of Alexandria, Virginia, Kerri Kuebler and Nathan Kushlan of Tahoe City, California, Thomas and Sharri Picard of Temecula, California, Robert W. Kuebler III of Tahoe City, California, Graham Picard of San Francisco, California and Alec Kuebler of San Diego, California.
Born in Phoenix, Arizona, lived in San Diego California, graduated from University California San Diego, with Departmental Honors in Political Science in 1993, J.D. cum laude from University of San Diego School of Law in 1996. Upon graduation, worked as an associate for a San Diego law firm, formerly Miller, Boyko and Bell (been acquired by Troutman Sanders). In 1999 was commissioned as an officer in the Navy JAG Corps through direct appointment. Stationed in Sigonella, Italy and London, England.
From 2005 to 2009, served as defense counsel with the Office of Military Commissions in Washington, D.C. and Guantanamo Bay, Cuba, where he was detailed to the military commission case of Ghassan Al Sharbi and Omar Khadr. Was counsel of record in the landmark Supreme Court case of Boumediene v. Bush and was on brief and argued the first case heard by the Court of Military Commission Review. Was profiled in GQ Magazine, the New York Times, the Times of London, and Canada's Globe and Mail. Received the Reg Robson Award for the protection of civil liberties and human rights from the British Columbia Civil Liberties Association in 2009 in recognition of his work with Omar Khadr.
Received his LL.M. in International and Comparative Law, with highest honors, from the George Washington University School of Law. Subsequently served as an International Law Attorney, specializing in Law of war matters, with the International and Operational Law Division of the Navy Office of the Judge Advocate General at the Pentagon. In July 2013, reported to last assignment as Assistant Professor and Course Director at the U.S. Naval Academy.
Funeral service will be held on July 30, 2015 at 1pm at the U.S. Naval Academy Chapel, 101 Cooper Road, Annapolis, Maryland 21402. Interment to immediately follow at the U.S. Naval Academy Cemetery.
